The Upper Chamber Inc provides court-appointed guardianship and representative payee services, standing in for individuals when illness, disability, or age makes it impossible to manage decisions or finances on their own.
Our Services
Two roles, one responsibility: protecting the people in our care.
We serve as a neutral, court-supervised decision maker when no family member or friend is able or appropriate to take on the role.
Court-Appointed Guardianship
When a probate court determines that an adult is no longer competent to make their own decisions, it may appoint a guardian to act on that person's behalf. The Upper Chamber serves as guardian of the person, of the estate, or both, as ordered by the court.
We make decisions about care, living arrangements, and daily needs, always guided by the ward's best interests and reviewed by the court.
Representative Payee Services
For individuals who receive Social Security or other benefits but cannot manage the money themselves, we serve as representative payee. We receive benefits on their behalf and make sure rent, utilities, food, and other basic needs are paid first, every month.
Careful records are kept for every dollar, and reporting requirements are met on time.
How It Works
How an appointment happens
A need is identified
A county agency, social worker, medical provider, or family member recognizes that an adult can no longer safely manage decisions or finances.
The court reviews
For guardianship, the probate court evaluates the individual's situation and determines whether an appointment is necessary and who should serve.
We step in
Once appointed, The Upper Chamber takes on the role, coordinating with counties, providers, and the court to make sure basic needs are met.
We work closely with county human services departments and the Aging and Disability Resource Center serving Adams, Green Lake, and Waushara Counties. If you're unsure where to start, calling your county's ADRC is a good first step.
Who We Serve
Rooted in Adams, serving central Wisconsin.
Our wards and payee clients include elderly adults, individuals with developmental disabilities, people living with serious mental illness, and others the court has found in need of a protective decision maker.
As a nonprofit, our only interest is the wellbeing of the people entrusted to us. County partnerships fund the work so that services reach individuals who could not otherwise get the care they need.
